I'm not aware of a specific tool. I suppose you could create something that uses the Network Monitor API to monitor drops and log.  I'm pretty sure that certain kind of drops, like NIC line drops are recorded in the event log.  So if there's a specific event that happens for you over and over, you could see if there's an event log error message and use that to monitor.  Of course powershell could be used to automate and count the event log events.
