You will need to describe your requirements with a little more detail.   A website is just a document in a folder on a server.   If you can access that server you can put anything you like in that folder.  If the server is running a program that permits file transfers (for instance, if it's running an FTP server) then you will have access to transfer files to that folder across the internet.  If the web page you are viewing provides an upload function then you can use that function to upload something (although you might not have control over where it gets uploaded to).

But if you are talking about uploading a program and FrontPage websites then you might be talking about installing something on that server that executes your code when people visit the site using a webbrowser.   That is a lot more complex than just uploading, and depends entirely on the facilities available on the server. But the short answer is Yes - there are many different ways that you can get your code to execute as part of a web site.    Which you choose will depend on the facilties provided by the server you want to use, and the resources you have available to create the code.
