Is there a way to receive a notification when a full-screen window is opening or closing?

Windows notifies appbars via the ABN_FULLSCREENAPP notification, which does exactly what I want.  Unfortunately, my application doesn't create an appbar.  I thought about creating an appar that has a width and height of 0 pixels just for this purpose; but I don't want to potentially interfere with other appbars.  There must be a better way!
