When downloading en_visual_studio_enterprise_2015_with_update_3_x86_x64_dvd_8923288.iso, the size should be 7.2Gb. However each time I download it the size is different and the image is invalid. I need the disk image as the web installer will not access to the internet on the virtual machine on which I am installing it. To check the ISO image validation, please use FCIV.exe http://support.microsoft.com/kb/841290 to verify hash of the ISO.

For this question, even if you download the ISO image, not all the feature and components are contained in it.
So I suggest you use the /layout option for the tools offline installation. It allows you to download the full set of files to a local folder, and this folder has all the necessary files for offline installation.
On other PCs, you could try the following steps:
1.Run the following command at a command prompt: <executable name> /layout.
This command downloads all the packages for the installation.You may refer to my executing command as below:
2.After you run the command, you should be prompted for the download location. Enter the location, and then choose Download. the following UI will show up:
3.When the package download is successful, you should see a Visual Studio screen that says Setup Successful! All specified components have been acquired successfully.
In the file location that you specified, find the executable file and the package folder. This is everything you need to copy to a shared location or install media.
With full install recourse packages, you could use them to install VS on your virtual machine.
