I selected Approval workflow on OOTB site and clicked next, it opened the Change a Workflow page but it is Blank. Not showing the Form. This issue is happening for all sites in a farm. I have another farm with similar configuration where there is no issue. any idea?

1. Deactivate and re-activate the workflow feature in site collection features. Go to site settings->site collection administration->site collection features.
