According to the error message, it looks like the Universal Windows App Development tools cannot be installed successfully. Please go to Control Panel—Programs and Features, right-click the VS 2015 item and Change-Modify, then uncheck it to remove. After that, reproduce the previous steps and modify the VS 2015 and check this option ‘Universal Windows App Development Tools’ to reinstall.
