I have created a Windows Server 2012 R2 Azure Instance and installed .Net 3.5 and 4.5 along with IIS to host websites. I find that in trying to start IIS Admin Manager, it fails and the error message says that the WMSVC is not started and despite reboots, command-line start attempts, it will not fire off.

The error message is: "Windows could not start the Web Management Service on Local Computer.  Service -specific error code - 2146234344.

The server also is throwing an error on ASP.NET 4.0 so that could be a problem as well.
