I am wondering if there is an app in SharePoint to be used on-premise. I need a sophisticated app for asking questions, set of experts to answer, fi not answered then escalate it to their direct reports, set timeframe to answer, set categories of questions, tags, option to user to ask a question to a specific expert, assign questions to experts in round robin fashion etc..
