I have managed to add in this through highlighted content web part. However it displays events by modified date rather than recent upcoming dates. Is there any way perhaps through managed property settings in the highlighted content settings to have it display my upcoming events by the date of the actual event. NOT the modified date?

Yes, you are on right track. It is possible to show upcoming event using manage property setting using Hightlight Content Webpart on Modern Page. Add the manage property of Upcoming event column and include that manage property in Highlighted Content Webpart.
