I received an update notification inside Visual Studio 2015 that there was/is an update available for "Visual Studio Tools For Apache Cordova U...". I clicked on update and thought that I successfully installed the update. I restarted Visual Studio (same after a reboot) and keep seeing that there is an update available. The update installer does not allow me to install the update, as I already have the update installed.

I would say a reboot is in order, but been there and done that. I have waited and tried restarting VS several times and get the same thing.

Last night I saw 4 updates were available. I installed 2 of them with no issues.

I install VS 2015 Enterprise to do a test for this question, then I go to Control Panel >Programs >Programs and Features, select Microsoft Visual Studio Enterprise 2015 and click on 'modify' .

Compared with your screenshot, you could see, the Cordova version is 8.1, yours is 7, so i think you didn't install the newest version. That's why the VS informs you to update the VS tools for Apache Cordova.
