I have provisionned a VM in our Azure and i need to give right to one user in this VM just for start,stop and restarting tthe VM .what could be the best way please?

You can do this by creating Role-based access (RBAC) user. 

对于开始"，停止"和重新启动"，您必须授予DevTest Labs用户.

For Start, Stop and Restart you have to give the DevTest Labs User.
