I am working on an app using Angular (for front end) and .Net Core (for backend) and was wondering how to get it to a DevOps Windows Server VM as there are no clear instructions for this on any documentation. In other words, I created a Windows Server VM through DevOps and need to get my Angular+.Net Core app to it. Below is the error log on my initial attempt: Deployment group agent addition did not succeed on all VMs.

Yes, you can use Deployment Groups to install on-prem, you need to install an agent on your VM it will appear in Azure DevOps. Not exactly sure what error you are getting but if you can access the VM there must be permission or configuration issue with your VM, which must be stated in the log.
