I'll try to be as specific as I can in order to explain my requirement.

We have 2 Excel files uploaded in a folder (only specific users have access to it).

1.  Use "View Only"permission for users. You can grant the relevant folder with the unique "view only"permission for users.

2.  Go to library settings->Advanced settings->select "No"in the Offline Client Availablity section.
