I am looking to create a naming convention for files that are uploaded to a folder within sharepoint 2013 , I.E only files with the naming of :

project_environment_yyyymmdd

environment options: DEV/TEST/PRE/PROD ..

Ive contacted support but nothing has been found so far to implement this .

Regarding forcing the naming convention of the uploaded documents , first thing you need to create a plan for the document management  and define the naming convention rules inside you organization , ex, document title must be doc_time_v001, policies must be defined firstly then look for an implementation way .
