Using Compatibility Administrator (part of the Application Compatibility Toolkit) you can create an "apphelp" message that blocks use of the program. The custom database containing that apphelp message then needs to be deployed to all machines where you want to block the program via "sdbinst". See the ACT documentation for more information.
