Bad idea. ASP.NET applications don''t have access to other systems. And this is a good thing. Who would trust Web and use browsers if some Web application could intrude in user''s computers?

However, you could point to some application installers you provide and convince the user install what you want. This would be a legitimate way based on user''s consent, but you should not rely on the assumption that a user will agree. As the users become more educated, they only trust reputed sources, will test the certification and expect it is based on legitimate certificate authority, etc. And, importantly, you cannot make any assumptions on the platform used by the user.

If you want to get more exact answer, explain your ultimate goals. Chances are, you can work around without any installations on the user side, as such installations are always bad.
