Might help if you describe what you are actually trying to achieve, or at least link to the guide you are following. Generally speaking, if you have a web app hosted on Azure, you can get to the web.config file via multiple methods. One that works directly in the browser is to open the web app blade -> Advanced tools -> Go -> Debug Console -> PowerShell -> browse to the site dir (usually site -> wwwroot -> web.config).
