When I click on Start Diagnostic Tools Without Debugging, Visual Studio opens a blank Report[Project Name].diagsession page. At this point, I'm clueless as to where to go next. All the instructions I've seen refer to options that I frankly don't see.

Maybe you could share me a screen shot about your result, do you mean that you couldn't get all available tools like the following screen shot? Could you get "Shall all tool" option in the right?

If you couldn't get all options, I think it is the VS setup issue, maybe you could repair your VS, check it.
