I am using Visual Studio Community 2015.  I would like to set up a new Visual Basic Windows Form Application project and then import the forms and modules from another project.  There doesn't seem to be any easy way to do this.

Nope, and what you have to do is go to the hard drive where the other project is located can copy files over to the new project location on the hard drive and do an Add Existing Item to the project and add the files manually.
