I need to build a custom site template for a client who is using Office 365 Business Premium.

I need to create a project management template. I have read on this forum that i will be creating a sandbox solution for office 365 and the development will be done. I have visual studio 2015 installed on my local machine and already developing sharepoint apps for office 365. When i try to create a new project for creating a site template the visual studio prompted me that there is no installation of sharepoint foundation or server on my machine.

What i got from this is that i must have a sharepoint server installed and then i can create a site template. Is that so?

The sandboxed solutions has been discarded in SharePoint online.
