I seem to be getting billed for every single hour that my SQL Data Warehouse is up regardless if its being used.   What is the reason for this?   What can I do to fix this behavior?

Azure SQL Data Warehouse has a pause feature. You can pause your SQL Data Warehouse instance to mitigate compute costs when processing cycles are not required. You are still billed for storage space consumed but not compute time.
