I am trying to move list items using Manage content and structure between two folders, each folder has unique permission.Once item is moved to the destination folder people picker values are set to null. I have full control over the site.

However when i am trying with side admin access it is working fine.

Please try to move item from folder without unique permission to another folder, check if it works.

And check if the users(person and group column) exists in SharePoint.
