I can't sign in to VS Express 2013 to update my trial license.

The problem seems to be that when I try to sign in there opens a striped down IE window with an error message that it can't connect to the internet so I can't login to my outlook account. In our company the IE is currently blocked due to security issues when trying to access the internet.
