We need to recover couple of items from a Contact List in SharePoint office 365. But those items are not available in any stage of recycle bin. Can we recover items from Site Collection level without asking for backup at Microsoft server end?

Makes sure you're logged in as the user that deleted the items, and they should be able to see the items in the RB. Else, you'll need a Site Collection Admin to do it.
