I noticed weird behavior. After I added external user via graph api, user is not available in response from graph api but visible on azure active directory.
https://graph.microsoft.com/v1.0/users - not appear

But if I copy Object ID from azure and get user with that id I have response.

Looks that graph api is unsync with azure and response is out of date. Is there any way to request for restore/refresh cache?
