I have confirmed that the latest update of Visual Studio 2013 (with support for WP8.1 and Universal Apps) no longer respects the setting to suppress Script errors for JIT Debugging when working with the WebView. Regardless of this setting, if a web page throws a script error when loaded in a WebView, you will get the prompt to debug (or series of prompts).

I tried to reproduce the issue but when I uncheck the JIT script, I cannot see any debug prompt anymore. I think it might be your Visual Studio issue.
