I be grateful if you could advise if we have allocated an external app developer access via a resource group with owner rights on the resource group only.

RG具有StorageV2(通用v2).

The RG has StorageV2 (general purpose v2).

The external user has Owner role on the scope of RG.

They have indicated that need to create storage, app services, and vm's within their RG.

If you assign the owner role to the user for the specific resource group. The user will get the permissions to create resources and manage everything including access to resources.
