I've followed MS and a few other sites links on how to setup Cloud Printing within Azure AD.

The error indicates that an admin has not consented to the application "PrintNativeClient" added in Azure AD.

Can you confirm if you have performed if you have performed the below steps mentioned in this article.

Go into the Native Client App "Settings"
1) Copy the "Application ID" value to be used for later setup steps
2) Select "Required permissions"
3) Click "Add"
4) Click "Select an API"
5) Search for the print endpoint and the discovery endpoint by the name you defined when creating the app endpoint
6) Add the 2 endpoints
7) Make sure the "Delegated Permissions" option for each app endpoint is enabled
8) Make sure you click the "Done" button at the bottom
9) Click "Grant Permissions", once both endpoints have been added. Select "Yes" when prompted to approve request.
