It looks like Microsoft is busy creating many products but they are not thinking about the basic necessity of product.I have given so much suggestion to Microsoft for product improvement and they implemented. Thanks for that.Currently, I just wanted to know Why you are not allowing the customer to spin up any VM from recovery  GRS vault to create VM in the paired region? If this is not possible then I don't think so there is any real use case of GRS backup. Looks like they have not thought about the basic of the product. If a data center is down then, in that case, there is no use of backup vault even.

GRS is intended to be used only when data center is down and Azure declares a disaster. If the data center is down, you should able to access recovery services vault, just as would do on a normal day, but the data in the background is obtained from the paired region after storage does a physical failover. Hence this covers regional disaster scenario. In case, you are looking at the ability where the customer can restore to another region, you are referring to RA-GRS mode of storage. Recovery services vault doesn't support RA-GRS yet and we are planning for it.
