I wished to enable SSO login for Atlassian Cloud using my organisation's Azure Active Directory. I followed https://docs.microsoft.com/en-us/azure/active-directory/saas-apps/atlassian-cloud-tutorial. According to the article, I need to create a test user in Azure and grant them specifically access to Atlassian Cloud. Do I need to do that for every existing and new Atlassian Cloud User? I do not wish to manage access to Atlassian Cloud in Azure. Instead, I want authentication to happen using SSO but to continue to manage Atlassian Cloud access within Atlassian Cloud itself. Is this possible?

You should be able to use Groups or Bulk Create to do this. Have you tried this?
