We have notifications as part of the App Service Advisor (see dedicated blade in the app's menu). These notifications show up in the blade, a banner on top of the app's menu and over email, if notifications are allowed by the user. Current notifications fire for 90% quota for CPU, memory and allowed ports. Another notification is fired when the quota is exceeded. These notifications are not configurable.
