Are you using SharePoint 2013 On-premise or SharePoint Online?

If you are using SharePoint 2013 On-premise, did you configure custom authentication provider? If yes, you can share documents with external users via All Users (<somename>) which is SharePoint defined and represents all of the users from a selected authentication provider.

If you are using SharePoint Online, you can use Everyone.
