Please find my issue below and provide some suggestion.

If I create a content db via central admin, it meets the maximum schema version that is required. For example, current schema version is 4971, maximum schema version is 4971.

Whereas, whenever I create a content db through powershell (New-SPContentDatabase command), the db gets created with mismatch in schema version. For example, current schema version is 4957, maximum schema version is 4971.

So I went into the central admin db status and it says "Database is in compatibility range and upgrade is recommended". So I wanted to upgrade db by Upgrade-SPContentDatabase command, but it pops up like "Database does not need to be upgraded".

Can you please advice on this.

Check all servers in the SharePoint farm should have the same SharePoint updates if not, you should fix and then run configuration wizard in all servers in farm.
