Could you provide an example of when this is happening? For example if you navigate to https://jebrook-webapp.azurewebsites.net/ (a default asp.net core application deployed from VS) there are no akamai headers so this looks like a request that may be involving a CDN. Typically when you are using a CDN, static files hosted on the CDN are returned directly to the client from the CDN and the Azure Web App is not involved. If you can give a high level description of what resources you are using in your application that would be extremely helpful.
