Firstly, you need to have a static IP for this to be effective. That is to say, you need your IP to always remain the same, not be assigned a random one each time you connect or you DNS entry expires.

Secondly you need IIS for ASP.NET, and you need XAMPP (or equivalent) for PHP/MySql dev.

Thirdly you need to register a domain-name. I.e www.example.com

Fourth, you need to tell the dns servers that your domain-name corresponds to your (static) IP.

In the past I''ve made a website on my pc viewable via the web, just using the pre-paid wireless broadband usb-stick I had. This would work for some time, but (a) the company would block port 80, so http traffic stopped getting passed to/from that IP properly. (b) It was a new IP each time I connected, so the site could only be accessed via an IP, not a url - e.g 136.34.231.3 and _not_ www.example.com

So for this to work you need (a) for your provider to allow port 80 traffic inbound and outbound (b) to have webserver software installed.
Optionally, (c) buy domain-name (d) assign (static) IP to domain-name
