I have a problem with upgrading node on my app service. Whem i'm trying to update version of node every time is an error. I was trying to do that with file iisnode.yml and to run node.exe via PowerShell. Is it possible to upgrade node to version 9.x on Azure?

What error message are you seeing? You should be to upgraded your node version in the portal through the application settings blade. Add the key WEBSITE_NODE_DEFAULT_VERSION, put 9.9.0 for the value and click Save. Hope that helps.
