i would like to create a test plan for a new version that contains suites by the AREA PATH.

To create suites with certain conditions, have you tried the query based suites?

For deletion you would have to sort the test cases in a particular order and then delete. Here you can add the iteration path column, sort by iteration path and then select the test cases you want to delete.
