I have a question regarding Azure MFA. Is there a way to give users a choice on which authentication method to choose when they are sent a verification code? Meaning can they choose between a SMS text or a code generated from the MS Authenticator app? 

Here are my MFA settings, as you can see I have Text and Authenicator app option checked,

Here are my own security settings. I have it defaulted to the Authenicator app. So if I attempt to log into the Office 365 portal and it proceeds to send me the code, will I be presented a choice between SMS text or Authenicator app or will it always send to the Authenicator app? Also, does the Microsoft Authenicator app require a connection (Wi-fi, data connection) on the mobile device for it to function? Reason I ask is that some users here travel outside the US and may not have any phone connection and hence can’t receive SMS text for the verification code.

It will default to the code, but you can always switch to another method by pressing the "sign in another way" link on the login dialog. And yes, the Authenticator app does require internet connectivity. The SMS/call option depends on basic GMS connectivity and does not require internet, however it might incur roaming charges.
