I found a way to query the AzureActivity Log in Azure to get a result set of changes that were made to Service Bus Topics like add, rename, delete.  The result of changes includes info like TimeGenerated, HttpRequest, ResourceId. But this result set of changes is only for structural changes.

I am not sure if the data from these logs is what you are looking for but these are the only logs that you get out of the box. For anything that is not present in Azure Activity logs or Service Bus diagnostic logs you will have to find a way to ingest that information in Log Analytics by your own.
