On Your page Design side
You can use Smartnavigation=true property of page
write it before title of page
it will not show flickering effect
You can also use MaintainscrollpositionOnPostback=true property if page is too long..

This was called FAJAX when it came. It was more specific to IE. Not too sure if it is supported in all browsers.
Try to use Duration as ''0'' instead of ''0.2'' and see if it helps.
