As long as there is not dependency files are resources, only Prerequisite for running .Net application is the framework in which it was developed on. So You can just copy the .Net Exe created in the VB.Net Project bin folder in the client PC & use it as is.  In case you have dependencies you can create setup by using Setup & Deployment Project.
