I am trying to use azure storage on my web app api and I get "The remote server returned an error: (403) Forbidden." message when the firewall rule is to allow access from "selected networks", it only works when I allow access from "all networks". It's possible that your Azure App Service, which contains you web app, is using an IP address that has not been added to your storage account's firewall. I would recommend adding all of the IP addresses your App Service uses. By navigating to the Properties section of your App Service in the Azure Portal, you can view a list of IP addresses that's associated with your App Service.
