I heard Bing and Google Translate API are good. But they require internet connection. And if it's possible, I would like my app not to need it.

There are many companies working on really big dictionaries for mobile OSes. Besides that, it's even more complicated to translate full sentences (because you're app needs to learn grammar for this). They're investing lots of money in this and (try to) sell it for a high price. I don't really think you can 'just use some SDK' for this.
