The CSS, JS and the Image is not coming at the first hit of the URL. But when I refresh the page, everything comes fine. This is hapening only when I hit the URL from my local machine. If I direcly enter the server and the hit the URL, everything comes fine. Please help me on this.

You need to host the entire application on your machine before you can run it locally. Also note that the appropriate handlers must be registered on IIS before you can view the page.
