I have set up a Resource Group with a Web App in the US and a SQL server in the UK. This is leading to a VERY slow website. As I can't move the Resource Group I am making a new one in the UK where both services can sit.

Just to clarify, have you moved the app within the same subscription or across subscription? Are using App Service Certificate or some other certificate?

Just to highlight, you can move App Service Certificates to a new resource group or subscription without limitations. If you have multiple web apps that use the same App Service Certificate, it is recommended to first move all the web apps, then move the certificate.

When moving a WebApp
within the same subscription,
you can't move the uploaded SSL certificates. However, you can move a WebApp to the new resource group without moving its uploaded SSL certificate, and your app's SSL functionality still works.
