I have a database in (access and excel file formats), which I want to upload to a SharePoint list, which will be used by 60 groups. I have tried assigning item level permission using a workflow and used access append query to upload records but I got hit by 50k limits on unique permission in a list.

So now to reduce unique permission I want to create 60 subfolders in the list and assign unique permissions on those folders only. But then I cant upload bulk records into subfolders using access append query, access only upload them to root of the list.

I wouldn't be able to install any new tools or utilities on my machine as I don't have windows admin account, I can only use what I have and that is Office 2010, SPD 2013, and SP 2013 site collection.
