I assume that you can use the default value which is -1. This will use the number of logical processors plus 2. If you are using vCore pricing model then this is simpler to answer, since you know how many logical processors you have, but using DTU pricing model, we do not have the exact number. Moreover, the number of logical processors which will be used is not constant and can be changed from one execution to the  another. Therefore, I will probably recommend to use the default as a start point... and the rest is depending on case to case tests.
