I have used the Target Audience concept for SharePoint 2010 navigation links and wondered if a similar principle was available for creating buttons that display forms on the List Item Menu and Ribbon.

You cant do it at target audience level. But you can do it at permission level.

What you can do is create a copy of the Contribute level, then customize it by removing the "Edit List Items" permission.  Then put your users in a group that has the new level.
