I was using Office 2003, no problems, now recently installed Office 2016, will not save or save as old files,  Even a new file with virtually now data in any cells.

It appears as though when doing a save excel creates a temporary file. Then adds the data and then saves the file for use.  In this process the temporary file it creates is given a name that exceeds the 256 character limit on file names.

Try these workaround:
(1) Run Excel as safe mode.
     while pressing [Ctrl], double click (or click) Excel icon. 
(2) Repair Office
     Repair an Office application
