I'm trying RDP with Linux on Azure and the ports are open 3389 allowing the connection to be made however I can't connect through ssh or even the serial console.

Since you are using  a Linux VM and are looking to RDP did you first install xfce4 first?

Once installed, you will need to add the needed ports in the Network Security Group which it sounds like you already did.
